"The one who killed my promises" likely refers to the fact that ElokharElhokar, through a string of related events, was responsible for Kaladin being unable to keep is promise to protect Tien in battle. "I raise my hand. The storm responds." refers to the fact that Kaladin's words are accepted and Syl returns to him as a Shardblade.
