They had some dealings with the states of [[Sycla]].{{ref|b|tes|day|98}} The Rose Empire had a strained relationship with [[Svorden]].{{ref|b|tes|day|12}} Svorden had sent a table as a gift to Emperor Ashravan's predecessor, but the bad relationship with Svorden made the emperor lock it away.

There are some 80 different factions in the Rose Empire's government.{{ref|b|tes|day|101}} Presumably the number relates to the fact that citizens of the Rose Empire believe that there are 80 suns and that a new one rises each day.{{ref|b|tes|day|12}} Each faction is led by a group of five arbiters. The arbiters of the faction of the emperor had positions of great power in the government.{{ref|b|tes|day|3}}
