The Letter was written by Hoid, to a currently unnamed Dragon. A Response appears in the Epigraphs of Words of Radiance.
Many believe the author of these epigraphs is Hoid.{{ref|17s|2383|post|42189|Hoid has specific beef with Rayse.}} An excellent older argument in favor of this point had been posted [http://www.17thshard.com/forum/topic/3099-reddit-info/#entry50695].
