Fleet is a figure from legends on Roshar.

Kaladin tells Wit a tale of him running faster than a Highstorm.[1] According to the tale that Wit mentions about him he had raced the herald chanarach and won in order to prove his speed.Wit also claims that his story is well-known by all, but Kaladin doubts this as he had never heard of him before.[1]

Fleet kept running. He couldn't win, but he kept running. And when the storm caught him, it didn't matter that he’d died, because he'd run for all he had. We all die in the end, you see. So I guess what truly matters is just how well you've run.
