Horen is an Elantrian on Sel. He lives in New Elantris during Raoden's exile there.[1]
He is a thin-limbed, anxious man who avoids conflict.[1] He presumably has the same splotchy gray skin and thinning white hair as other Elantrians that are affected by the broken Shaod.
Horen was not particularly loyal to any of the gang leaders in Elantris. He observed an argument between Karata and Dashe about attacking Aanden but stayed out of it.[1] It is not known if he survived to see the restoration of Elantris and AonDor.
