It's uncertain if inkspren have their own nation in Shadesmar, although they are very common in cities like [[Celebrant]].{{book ref|sa3|102}}
There is an unproven theory that every 3rd Order starting with the Windrunners is connected to powerful spren. Honorspren are created by the Stormfather, Cultivationspren are presumably created by the Nightwatcher, and Inkspren, then, would be created by the Sibling.
