He wishes to prove himself valuable to the crew and takes the initiative to spy on Quellion's, aka the [[Citizen]]'s meetings, and to secretly watch [[Beldre]], the Citizen's sister. Spook observes as Quellion and his council discuss Elend's conquests, the ambassador Elend is sending to Urteau to negotiate with them, and various laws to deal with the nobility.
