Restares is an antagonist of unknown allegiance on Roshar.

He is suspected by Gavilar of orchestrating his assassination by Szeth.[1]

He seems to have a position within Amaram's close staff, because he advises the highmarshal to take for himself the Shards that Kaladin had won, since Amaram is trained in the sword and accustomed to plate. Also to get rid of any witnesses, which leads to the deaths of Hab, Reesh, Alabet, and Coreb—the last surviving members of Kaladin’s squad—and Kaladin's own enslavement.[2].

Mraize knows about Restares and their two groups seem to be competing for information about Urithiru [3]
