The Set was the result of a domino effect stemming from [[Kelsier]]'s actions. The Set had evidently planned for its goals to be reached a century in the future. With the discovery of the Bands of Mourning, Southern Scadrians, and their technology, the timeline was accelerated.{{book ref|mb6|13}} While held in an Elendel jail, Suit was visited by a mysterious creature with red eyes. He told Suit that the Set had decided that allowing civilization on Scadrial to continue was too dangerous and that they decided to "remove life on this sphere instead." The creature then activated an explosive device, killing Suit.{{book ref|mb6|epilogue}}
 
Before Autonomy could attack Scadrial, Telsin somehow managed to convince Autonomy to give the Set a chance to take over the planet again. Autonomy, ever appreciative of bold, ambitious actions, responded by Investing Telsin as her avatar. Over the six years following the death of Edwarn, the Set fully took control of the city of [[Bilming]] on behalf of Autonomy, up to developing it with accordance to Autonomy's philosophy and using Taldain architecture.{{book ref|mb7|20}} At the same time, they conducted underground tests in order to create a [[trellium]]-[[harmonium]] bomb.{{book ref|mb7|19}} The key part of the plan -- and the part of it meant to impress Autonomy -- was the delivery device: a self-propelled rocket, something that Autonomy herself was yet to figure out.{{book ref|mb7|66}}
 
While in Bilming, Wax and his team, as well as a group of [[Ghostbloods]], began to unravel Set's plan. The Set is an organization with a strict hierarchy among their ranks, codenames are used to indicate where one is in this hierarchy.{{wob ref|15848}} The highest rank among them is 'The Key' who serves as the organization's leader.{{book ref|mb7|21}} Each rank within the set must immediately report to the rank above them, serving at their direct orders, despite this rigidity however [[Autonomy]] encourages its members to be bold and thus it is common for those on the bottom rungs to try and climb up the organization.{{book ref|mb7|35}} The lowest ranked members, Cycles, are those in charge of local hired muscle, this muscle is granted no rank themselves.{{book ref|mb7|3}}
